Thank you for your feedback.
In this case, we would recommend using the Element Lock feature rather than introducing an additional permission.
With Element Lock, a user with the appropriate permissions can lock a specific element and define how other users are allowed to edit it. For example, they can allow others to change only the content, or allow changes to both the content and its styling.
This gives you more granular control over what a Reviewer/Proofreader can modify without changing the general role permissions.

Thanks for your suggestion.
This can be a nice workaround, but requires additional effort and does not enforce role based capability. Also, even if locked in position, an editor can also change padding and other stiling settings, whilst a ProofReader would only need to change basic text formatting.
I would suggest to simply extend the existing permission to modify some basic formatting.
